One recent production with a "Moorish" Claudius, yes.

The Shakespeare Repertory, located in Chicago, recently
closed just such a production (it ran last Nov. and Dec.)
Both young and old Hamlet were decidedly Caucasion, while
Claudius was played by an African-American actor.

However, I doubt that the casting was influenced
by the (single) line that you mention. The Rep
(like many Chicago theatres) has been practicing
"open casting" for some time.
