Anne Page in Merry Wives of Windsor...

I recently saw a production of "The Merry Wives of Windsor" (it was the first comedy of Shakespeare's that I have read/seen) and I noticed that, while most of the action centered around Anne Page, she had virtually no part! Is this common in Shakespearean comedies; all the tragedies that I have read (R+J, Macbeth, Hamlet, Julius Caesar, etc.) emphasize the main character's "dialogue", it seems.
