you are right that the Privy council in London

condemned him, not specifically, but as a group of businessmen
who acted in concert. The Privy council called them 'like wolves.
the other quote was, though, that the town itself wished Lord
Essex would ride in with men and hang all of these businessmen
in their their doorways or whatever the exact quote is. That isn't
exactly praise and good wishes toward Shakespeare. His name WAS
on the list.
