Claudius is, above all else, a murderer.

While I agree he has an excellent grasp of the political world, let's not forget that
he is a murderer!
One must not look only at the skills he possesses, but at how he uses them, and he uses
them for personal gain... Turning Rosencranz and Guildenstern against their prince and
friend in their youth, and manipulating Laertes to save his ass from an overthrow (at the
same time turning him against Hamlet).
Remember, the serpent was the most subtle of all the beasts of the field...
