Claudius

Look at I,ii - the efficient way he deals with the slightly embarrassing situation of what seems to be his first council, the clever way he implicates them in approving his marriage, the way he handles politics before individual business, the cool with which he reacts to Hamlet's rudeness, and so on. Then look at his other scenes in the same light: there's lots of evidence that he's good at the job of being king.
