In short: No.

I don't think he was is you read the text and have a good look at the structure in which shakespeare wrote. He switches from prose to blank verse. Blank verse supposedly being when he is sane ie. when he is speaking to r&g about how horrible the world is treating him. And the blatant fact that he spoke to Horatio telling him after the freaky ghost bit that he was gonna fake so he could properly check things out. I had had notes on it but unfortuneately I chucked them out- HSC in Australia does it to ya. Anyway, I am sure you'll get critics if you go to any state library. Literaly piles of info on madness!! Believe me I have waded the depths!
