Yes and No

It's all a matter of interpretation (which is why this is a popular essay question -- teachers aren't looking for either answer particularly, just a good justification for whatever you believe).

I lean toward his being sane ("I am but mad north northwest; when the wind is southerly, I know a hawk from a handsaw."). The quote, along with the cleverness of H's wordplay strikes me as a sign of his sanity. But others no doubt can cite examples to show the other case.
