Yes, but . . .

I don't doubt that the players many times *played* their characters that way, but that doesn't mean they were necessarily *written* that way -- and judging by the evident care and thought that went into many of Sh's characters, there's no reason to suppose that we withheld topicality when he felt like it (and that goes for Sh, Oxford, Bacon, or anyone else). Clearly, the histories had a political agenda (if only currying favor with the Court) -- there's no reason to think Sh necessarily removed his political hat at all other times.
