You are in luck! Visit the Folger Shakespeare Library (a couple of blocks behind the Capital -- or visit their web site at http://www.folger.edu/). I'm pretty sure that they have classes and lectures that are open to the general public. I doubt that you would be able to get a card for the library (I had one last summer while attending the Teaching Shakespeare Institute -- I went back to the library the day after my class had ended, and they wouldn't let me in! It's pretty exclusive.). They also have shows in their Elizabethan theatre. I HIGHLY recommend it! Be sure to visit the gift shop and the rotating displays in the gallery.
