Symbolism in Othello are they what I think they are?

When Othello, Desdemona, and everyone else arrives in Cyprus why does Shakespeare mention a storm and then the storm goes away? Is this a symbol that tells
us that tragedy is coming to Cyprus?
In Act 3 scene 3 between lines 286 through 289 Othello takes the handkerchief and drops it. He then tells Desdemona to leave it. Othello says later that the
handkerchief had magic in it and that if it ever was lost or made a gift of then their love would fail. So when he dropped the handkerchief does this not show that
he was letting their relationship fail?
