I agree with you. Hamlet is neither a coward nor a very determined man. He a a thinker, and cannot simply kill Claudius without having real evidence that he is guilty.
What if we put ourselves in Hamlet's situation? As for me I wouldn't just go ahead and kill someone. I would think first and act later, just like Hamlet.
