Act IV Scene 4: What does Hamlet's soliloquy tell us...?

What does Hamlet's, "How all occassions do inform..." soliloquy tell us about the growing complexity of his character? Also, what is Shakespeare attempting to accomplish with this soliloquy? Finally, does anyone else see Fortinbras as the antithesis of Hamlet?
