Fortinbras serves the same purpose as the actor-
they inspire Hamlet into action.
Hamlet sees the actor perform his speech, and sees someone
very devoted to his cause.
He sees Fortinbras as a bloody warrior, who has no qualms about
slaughtering the innocent, while Hamlet has problems slaying
the guilty.
Oh yeah...if Fortinbras was gone, who would get the throne?
