Macbeth's Witches and the Sailor's Wife

What is the significance of the beginning of the second scene with the witches in Macbeth where they wanted to punish a sailor because his wife wouldn't give them some chestnuts? Is there any particular symbolism or deep hidden meaning to that scene? I would appreciate any help.
