Help with Sonnet 126. Why is it only 12 lines ? etc.

This is shakespeare's transition sonnet into the "dark lady" series of sonnets.
Is he refering to her as the mistress? Is the lovely boy the same patron in the 125 sonnets before?
I also would appreciate help on meaning and poetry devices used in this odd sonnet.
