Was Measure for Measure written at once or modified from a tragedy?

I have been offered the opinion that Measure for Measure is not
originally a comedy, but may be from a tragedy that was for some
reason modified into a comedy. For instance, several of the
scenes have strange presence (they almost seem to be leftovers
from some other play), and some characters appear only once in
one scene, often breifly, without any real advancement of the
plot. I thank you for your help.
