We don't know.

Considering that Shakespeare was in the business of
communication, the idea that he coined new words and
inserted them into his work without any explanation of
what they meant strikes me as rather an odd one. Doesn't
it make more sense to suppose that Shakespeare used words
that were in verbal circulation at the time in his plays,
and these words entered print for the first time when
Shakespeare's plays were printed.

Some writers have invented new words, of course, most
notably James Joyce. But then he is considered a
"difficult" writer...
