Hamlet waited to kill Claudius because he needed better proof thana ghost. He wanted to make sure that the killing was "justified." The hesiation in killing him right after the play is because Claudius is praying at the time and Hamlet doesn't want Claudis's soul to go to heaven. He wants to wait for a time when his soul is dirty so he will go to hell to suffer for his murders.
