Why did Hamlet hesitate?

I would like to hear anyone's opinion about why Hamlet didn't revenge his father's death right away. Why did he wait so long? Even after his father's ghost comes back the second time, he still doesn't kill Claudius for quite some time. Why?!!!!!

I would really appreciate anyone's input on this. I need further arguments.
