I think he's trying to save his butt from frying in hell any way he can, but maybe we should cut Claudius some slack. You are right: He DOES say in his solilioquy that he is unable to repent. He also says that he is unable to pray, yet I've always taken his plea to the angels to be prayer. Claudius is asking for divine intervention - "Oh lime'd soul, struggling to be free." Assuming that Claudius is Protestant, he would need to repent before he could be saved. Maybe he's praying to be repentant. Then again, maybe he's just sorry he got caught.
