How is this passage significant?

There is a passage in Act 4, Scene 7.
Claudius is speaking to Laertes (lines 10-25).

"O, for two special reasons...
...But not where I had aimed them."

I am confused as to what Claudius is trying to say to Laertes...
Is he trying to prove something to Laertes? I got the impression that Claudius felt a slight sense of fear here; is this correct?
And what about the last line "not where I had aimed them."
What is the implied meaning of this statement?
Any help in explicating this passage is appreciated.
