There's no implied meaning; it's all on the surface. Laertes asked why, if H is so dangerous, C didn't kill him himself. C replies," For 2 reasons: First, his mother loves him, and I love her too much to hurt her. Second, the people admire him, and if I tried to kill him, it would backfire and hurt me."
