it was the circumstances

Any time time that Hamlet had the choice to kill Claudius,
there was something that got in the way. For example, when
Claudius was in the church, Hamlet thought that he was praying,
and if he had killed him then, Claudius would have been sent to
Heavan, and Hamlet would be condemned, ergo his father's death
would not be avenged. But the mini-play within the play was
a test. At that point in the play, Hamlet couldn't be sure if
the ghost wasn't really a demon (for all he knew), so he needed
make sure that what the ghost said was in fact true.
